Board of Supervisors
Regular Meeting
March 13, 2006
The March 13, 2006 regular meeting of the Covington Township Board of Supervisors was held in the Covington
Township Municipal Building at 114 East Hill Road, Covington, PA. Chairman Tom Wivell called the meeting to order
at 7:00PM. Present along with the Chairman were Supervisors Decker Everett, Bud Brooks and Secretary-Treasurer Lisa
Everett.
Visitors attending the meeting were: Bill Hall, Robin and Gerald Jackson and Leroy Frost.
Minutes of the meeting held on February 13, 2006 were reviewed, motion to pass: 1st – D. Everett, 2nd – G. Brooks, all
ayes.
The treasurer’s report was reviewed, motion to accept: 1st – D. Everett, 2nd – G. Brooks, all ayes.
Recognition of visitors: Robin and Gerald Jackson approached the board in reference to the violations on the
property. Ralph Davis will meet with the Jacksons tomorrow night to review the property situation.
The bills list was reviewed. Motion to pay bills listed: 1st – G. Brooks, 2nd – D. Everett, all ayes.
Building Permits: There were no building permits.
Sewer Permits: There were no sewer permits.
Real Estate Transfer Report was reviewed.
Planning Commission: Bill Hall was present for Connie Baker – advised of 2 subdivisions coming before the Planning
Commission. One is the Wilcox subdivision and the other is the Tokarz-Horning subdivision. Bill advised of the work
continuing on the mobile home park ordinance and the setbacks.
Zoning Report: Zoning report presented by Ralph Davis – report included fence extension by Covington Salvage.
Salvage Yard Committee: See above.
OLD BUSINESS:
Sewer project update: Payment was received from Bobby Bruce. Secretary advised of discussion with Scot Bray
about tap in fees that have not been paid and about the EMTA situation.
Bids were not received for cinders, and salt brine and only 1 bid for pipe. Stone bids were reviewed, low bid awarded
to Cross Excavating; motion to accept Cross bid; 1st T. Wivell, 2nd – D. Everett, all ayes.
New Business:
Talley Road – discussion about spelling of Tally Road, should have an E in it. Secretary will contact Dave Cohick to
find out about changing.
G. Brooks brought to the attention of the board the zoning fee for handicapped persons, could it be exempt? After
discussion, motion made to exempt – 1st G. Brooks, 2nd – D. Everett, all ayes.
Secretary advises of the need for new filing cabinets; wants to replace one a year for three years. Motion to purchase
new cabinets; 1st – G. Brooks, 2nd – D. Everett, all ayes.
Governor’s spring clean-up is set for April 22, dumpster has been ordered.
NPDES permit for Josh Lisowski. Supervisors reviewed and approved, motion to approve; 1st – T. Wivell, 2nd – G.
Brooks, all ayes.
TCDC Legislative breakfast Thursday April 13, 2006. Lisa and Ralph to attend.
New voting machines have been ordered, discussion about placement took place.
Motion to adjourn the meeting; 1st – D. Everett, 2nd – G. Brooks, all ayes.
